Pastor Jackie has been in the ministry for over 44 years. In 1975 after graduating from Texas Tech University with a bachelor’s degree in education, he began ministry on the staff of Trinity Church in Lubbock, Texas. He served in various capacities, ministering to youth and adults. Pastor Jackie founded Church on the Rock in 1985, with a vision for building God’s kingdom in this city and around the world.

Pastor Jackie is the president of the E3 Network, a world-wide network of pastors and ministries. He also serves on the board of directors for Prepare International and Pursue Missions. His passion for the kingdom has led him to visit and speak in Pastors/Leaders Conferences in over 25 nations. His greatest joy is equipping and encouraging ministers for planting and growing kingdom-vision churches.

Pastor Jackie and his wife Linda married in 1974. They have three daughters; Paige (married to Josh Allen), Leslie (married to Alan Rich), and Kelsey (married to Heath Watts). They are also blessed with 9 grandchildren.

Pastor Heath has been in the ministry for 10 years. In 2003 after graduating from Texas Tech University with a bachelor’s degree in education, he began his career as a Teacher and Coach in the education field.  After receiving a master’s degree in Educational Leadership, Pastor Heath knew he was on his way to be a principal and eventually a school superintendent. Shortly after that Church on the Rock had an opening for an elementary pastor position, and Pastor Heath heard clearly from the Lord that he was supposed to apply for it.  Ever since then Pastor Heath has served in various capacities, ministering to youth and adults.
Pastor Heath has a passion for seeing the local church reach people who are far away from Jesus. His greatest joy in his life is his family.  Pastor Heath has been married to Kelsey for 16 years and they have four amazing children: Madison, Peyton, Harper Jo, and Will. 


Pastor Jackie and Linda White have been in ministry for over 30 years. In August of 1984, while attending a Church Growth Conference in South Korea, the Lord spoke a definite word to Pastor Jackie about launching into a new direction.

In December of 1985, Pastor Jackie began meeting with a group of about 35 people. The church began to grow and officially took the name Church on the Rock in May 1986.

The first home of COTR was a small warehouse. After two years, the church needed a larger facility and moved to the Mall of America building.

While our church home was in the Mall of America building, Abundant Life Church became a part of the COTR family. With this, we received a property that was traded for the 10-acre plot where our South Campus is currently located. Construction began, and in 1996, the church moved into this property!

Pursue began with a simple vision in 2007 of spreading the message of missions and God’s heart for the world throughout the area of West Texas. What started out as a once a year conference quickly grew into other areas of training, mobilization, and sending.

The Lubbock Dream Center opened in April, 2010. This house of ministry focuses on transforming East Lubbock. The Dream Center reaches thousands of people with groceries, education, clothes, and hope!
In November of 2013, we opened up our new Worship Center at the South Campus. This was a facility that would seat around 900 people and allow for the growth that God was sending. We continued to see dramatic increase in salvations, baptisms, attendance, and finances at both campuses as time went on.

The Talkington Center at our Dream Center campus provides a multi-purpose room that can be used during the week for after school programs and many other things, as well as a sanctuary on Sunday mornings.

The beginning of 2017 started off with the launch of Church
on the Rock’s third campus in Northwest Lubbock. It is our prayer that all three campuses of Church on the Rock will fulfill God’s call to pursue God, pursue people, and pursue Kingdom.

The NLH exists to help women who have a strong desire to change  heir lives through a 15-month program that teaches women their  value and worth in Christ and basic life skills such as finances, nutrition, boundaries, parenting and much more. The purpose of the NLH is to help women write a new life story, leaving a new legacy that  empowers them and future generations to serve in the Lubbock community as productive citizens.

Our Beliefs

We believe the Bible to be the Word of God & relevant to our lives today. 
(2 Timothy 3:16 & 1 Thessalonians 2:13)

We believe you must be born again. (2 Corinthians 5:17, Hosea 9:11, John 3:1-21, Luke 6:46 & 13:25, Matthew 7:13-23 & 16:25 & 1 Peter 1:3-5)

We believe water baptism is an outward sign of an inward change. Those who have been born again by accepting Jesus Christ as their Savior and Lord should follow in baptism. (Romans 6:1-7, Galatians 3:27, Matthew 3:13-17, 1 Peter 2:21 & Luke 3:21-22)

We believe the Holy Spirit is sent from the Father by the Son, infilling those who ask, and empowering the church to serve in the Kingdom of God. (Ephesians 5:18, Luke 11:13, Matthew 6:28 & Acts 1:8, 2:38-39, 8:15-17 & 10:44-46)

We believe in God’s total healing power, manifested through the prayer of faith, for the body, mind & spirit. (James 5:14-15)

We believe communion is more than a symbol and a simple meal when believers eat and drink. Rather, it is a time when believers examine their hearts and repent of sin as they eat of the bread and drink of wine, partaking of Christ’s flesh and blood. (2 Corinthians 13:5)

We believe a tithe is giving the first tenth of what is earned. Tithing expresses love to the Lord, and it is a reminder that everything we have was given by God. (Deuteronomy 8:18 & 16:17, Malachi 3:8-10, Proverbs 3:9-10, Leviticus 27:30, Matthew 23:23, & Luke 6:38)
